The data we use in development is part of a process cycle. In each stage we need to manage data quality in different ways, not least by collecting metadata.Statisticians, though the United Nations Economic Commission for Europe (UNECE), have developed a business model for the large-scale production of official statistics. This is also highly relevant to data processes in the development world. It is called the Generic Statistical Business Process Model (GSBPM):
Some points for consideration :
- The first step should always be specifying user needs (and working with them to do this, never assume you know what they need)
- You should regularly ‘Evaluate’ the effectiveness of your data processes - your data flow maps will help with that.
- At each stage you can consider what metadata to collect, and what are the quality and ethical issues that need addressing. This may differ during different stages
