Seeing quality as part of a process

The data we use in development is part of a process cycle. In each stage we need to manage data quality in different ways, not least by collecting metadata.

Statisticians, though the United Nations Economic Commission for Europe (UNECE), have developed a business model for the large-scale production of official statistics. This is also highly relevant to data processes in the development world. It is called the Generic Statistical Business Process Model (GSBPM):

Some points for consideration :
  • The first step should always be specifying user needs (and working with them to do this, never assume you know what they need)
  • You should regularly ‘Evaluate’ the effectiveness of your data processes - your data flow maps will help with that.
  • At each stage you can consider what metadata to collect, and what are the quality and ethical issues that need addressing. This may differ during different stages
